Preheat a fryer to 330F and prepare a sheet tray lined with paper towels or a wire rack.In a large mixing bowl, whisk together the buttermilk and ½ of the spice blend, add in the chicken wings and toss to fully coat. Set aside and let marinate for at least 1 hour. In another large mixing bowl combine the flour, starch, baking powder and other half of the spice blend and whisk to combine. Working in batches, remove the wings from the buttermilk marinade and let excess liquid drip off, then add the chicken to the dry batter bowl. Toss to coat and then press in the flour with your hands to the wings to really make it stick. Return the wings to the wet batter and toss to coat, then back into the dry batter for the final coating, pressing in the flour once again.Separate the wings into drums and flats, fry the flats for 5-6 minutes just until they are light golden brown, and the drums for 7-9 minutes. Keep in mind this is just the first fry so they will not be fully cooked. Remove the wings to the prepared sheet tray and increase the fryer temperature to 375 FTo make the garlic parmesan sauce: in a large pan melt down the butter until just bubbling, stir in the minced garlic, chili flakes and thyme and stir to combine. Add the mayonnaise to a heat proof bowl, then pour in the butter sauce and whisk until you have a smooth and creamy consistency. Cook the wings in the 375 F oil for 2-3 minutes until golden brown then immediately toss into the butter sauce. Sprinkle in the parmesan cheese all over the wings and toss to coat.
